Site Overview & History
The Southwest Florida International Airport (RSW) Mitigation Park was established by the Lee County Port Authority (LCPA) in the 1990s as an offsite mitigation strategy to offset wetland impacts associated with the expansion and long-term development of Southwest Florida International Airport. Land acquisition occurred between 1994 and 1998, with formal restoration and mitigation activities beginning in 2003. Early restoration efforts included invasive exotic vegetation removal, hydrologic improvements, supplemental native planting, and the creation and enhancement of extensive wetland habitat.
Today, the Mitigation Park encompasses approximately 7,000 acres and includes several distinct management areas, including Flint Pen Strand, Imperial Marsh North, Imperial Marsh South, and Site H. These areas contain a diverse mosaic of wetlands and uplands and are managed as part of a larger conservation landscape associated with RSW. Earth Tech Environmental also performs work within additional airport conservation areas, including the RSW Southwest Conservation Area, where long-term management similarly focuses on protecting native habitat and controlling exotic and nuisance vegetation.
Earth Tech Environmental has held contracts at the RSW Mitigation Park and associated conservation areas on and off since establishment, working across multiple management units as project needs and annual scopes have evolved. Earth Tech’s responsibilities have included large-scale invasive and exotic vegetation treatment, native vegetation management, mowing and mechanical treatment, trail maintenance, perimeter fence repair and reinforcement, signage installation, fuel-reduction work, and other preserve-management activities.
The scale of this work varies significantly by management area and year. Current project documents include hundreds of acres of invasive-species treatment within Imperial Marsh North and South, nearly 33 miles of internal trail-system maintenance, perimeter fence maintenance and reinforcement, and targeted mechanical treatment to reduce vegetation density and wildfire fuel loads.
Long-term management of the Mitigation Park is especially important because these restored and protected lands continue to require active stewardship well after the original mitigation work is complete. Ongoing treatment, maintenance, monitoring, and adaptive vegetation management help protect native plant communities, maintain access for land-management activities, reduce invasive-species pressure, support wildlife habitat, and preserve the ecological function of this large conservation landscape for the future.
Invasive & Exotic Plant Removal
Invasive and exotic plant management is one of the most significant components of Earth Tech Environmental’s ongoing work throughout the RSW Mitigation Park and associated conservation areas. These large, interconnected natural areas require continued management to prevent aggressive non-native and nuisance vegetation from displacing desirable native species, altering habitat structure, and compromising the ecological function achieved through restoration and long-term conservation.
Earth Tech conducts large-scale, targeted vegetation treatment across hundreds—and in some management cycles, more than a thousand—acres at a time. Current scopes within Imperial Marsh North and Imperial Marsh South target a wide variety of invasive and nuisance species, including melaleuca, Brazilian pepper, Old World climbing fern, torpedograss, Wright’s nutrush, West Indian marsh grass, cogongrass, earleaf acacia, Peruvian primrosewillow, and other listed species.
Treatment methods are selected according to the target species, vegetation density, habitat type, water levels, and surrounding native plant communities. Management may include selective herbicide applications, manual cutting and removal, mowing, mulching, roller-chopping, and other mechanical treatment methods. Herbaceous invasive species are treated when actively growing and when site and water conditions allow for effective herbicide uptake, while woody and shrubby species may require different treatment techniques and timing. This site-specific approach allows crews to effectively target undesirable vegetation while protecting desirable native vegetation to the greatest extent practicable.
Long-term follow-up is particularly important within a landscape of this scale. Invasive vegetation can reestablish from existing seed banks, surviving root systems, and seed sources on neighboring properties, making continued monitoring and recurring treatment essential. In some areas, management goes beyond removal alone and incorporates native vegetation establishment to increase competition and create a biological barrier against future exotic plant recruitment.
Through continued treatment and maintenance, Earth Tech helps reduce invasive-species pressure and protect the extensive investment made in restoring and conserving these properties. Maintaining healthy native plant communities supports greater biodiversity, improves wildlife habitat, and helps preserve the ecological integrity and resilience of the RSW Mitigation Park and surrounding conservation areas over the long term.
Native Vegetation & Habitat Management
Native vegetation and habitat management is an essential part of maintaining the long-term ecological integrity of the RSW Mitigation Park and associated conservation areas. Rather than managing these properties as uniformly maintained landscapes, Earth Tech Environmental works within existing wetland and upland communities to preserve desirable native vegetation, maintain habitat structure, and address vegetation conditions according to the ecological needs of each management area.
Earth Tech utilizes a combination of selective vegetation management, mowing, manual clearing, mechanical treatment, and native plant establishment throughout the property. Management practices are designed to minimize unnecessary impacts to desirable vegetation, with native trees and other established plants retained whenever practicable. In sensitive areas, manual methods may be used where mechanical equipment could disturb surrounding vegetation or saturated soils, while project access is generally restricted to existing trails and previously disturbed areas to avoid creating additional impacts to native habitat.
In some areas, active native plant establishment is used as part of the long-term management strategy. Within Imperial Marsh North, for example, management includes establishing native vegetation along a boundary affected by invasive plants from an adjacent property. Increasing desirable native plant cover provides greater competition for available space and resources while creating a biological barrier that can help reduce future recruitment and spread of invasive vegetation.
Mechanical vegetation management is also used strategically where native vegetation has become excessively dense or contributes to elevated fuel loads. Current work within portions of Flint Pen Strand includes targeted roller-chopping and mulching designed to reduce overgrown understory vegetation while minimizing soil disturbance and protecting the root systems of established canopy trees.
Together, these practices allow Earth Tech to manage habitat as a functioning ecological system rather than focusing solely on individual vegetation problems. Protecting established native communities, encouraging desirable plant establishment, maintaining appropriate vegetation structure, and reducing pressures from invasive species all contribute to healthier and more resilient habitats capable of supporting the diverse wildlife and ecological functions these conservation lands were established to protect.
Trail, Fence & Preserve Infrastructure Management
Maintaining the infrastructure that supports environmental management is an important part of Earth Tech Environmental’s work throughout the RSW Mitigation Park. With thousands of acres of protected land requiring continued access for vegetation management, monitoring, fire management, and other stewardship activities, the property’s extensive network of trails, perimeter fencing, gates, and management corridors must remain functional while minimizing disturbance to surrounding natural areas.
Earth Tech performs maintenance throughout approximately 173,561 linear feet—nearly 33 miles—of internal access trails within the Mitigation Park. Work includes mowing, trimming, mulching, and removing vegetation that obstructs vehicle access, as well as clearing fallen or leaning trees when necessary. Mechanical equipment is used where site conditions allow, while manual methods such as chainsaws and hand tools can be utilized in saturated areas or locations immediately adjacent to desirable native vegetation. These trails provide critical access throughout the preserve while also functioning as established breaks within the landscape for land and fire management activities.
Perimeter infrastructure management includes fence inspection, repair, replacement, and reinforcement, along with vegetation maintenance necessary to keep fence lines accessible. Current project specifications include maintenance and reinforcement of more than 5,400 linear feet of perimeter fencing, repair or replacement of damaged posts and wire, additional bracing in areas experiencing repeated pressure or encroachment, gate maintenance, and installation of management signage. Vegetation is also selectively cleared along designated portions of the fence line to maintain access, clearly define property boundaries, and support continued maintenance and fire-suppression activities.
All of this work must be completed within an actively managed conservation landscape. Equipment movement is generally confined to established access routes, native vegetation is protected wherever practicable, and mechanical activities are performed with consideration for soil conditions and surrounding habitat. By maintaining the infrastructure necessary to safely and efficiently access these expansive properties, Earth Tech helps support the broader long-term stewardship, invasive-species management, habitat protection, and fire-management objectives of the RSW Mitigation Park.
Fuel Reduction & Long-Term Land Management
Long-term stewardship of the RSW Mitigation Park requires more than restoring native habitat and controlling invasive vegetation. As plant communities mature and vegetation accumulates, strategic land management is necessary to maintain appropriate habitat conditions, preserve access, and address vegetation that can contribute to increased wildfire fuel loads. Earth Tech Environmental performs targeted fuel-reduction and vegetation-management activities as part of this broader, ongoing approach to preserve management.
Mechanical treatment is used selectively in areas where dense or overgrown vegetation has created elevated fuel loads. Current management within portions of Flint Pen Strand includes approximately 35 acres of targeted roller-drum chopping to reduce understory vegetation. Treatment specifications emphasize a low-impact, single-pass approach intended to reduce vegetation density while limiting disturbance to soils and the root systems of established canopy trees. Where site conditions make roller-chopping impractical, other specialized equipment and forestry-mulching methods may be utilized when approved.
Fuel reduction also extends to strategic areas along the Mitigation Park’s internal trail network. Targeted mulching and mechanical treatment along trail edges helps reduce overgrown vegetation that could otherwise allow wildfire to cross established breaks in the landscape, a process referred to as “spot over.” Current specifications include approximately 7 acres of mechanical treatment along designated trail sections, with additional areas incorporated as needed.
These activities are integrated into a much larger long-term land-management program. Treatment schedules are influenced by seasonal conditions, water levels, vegetation growth, and site accessibility, while recurring invasive-species control, native vegetation management, trail and fence maintenance, mowing, mechanical treatment, and follow-up management allow individual areas to be addressed as conditions change over time. Equipment entering the property must also be cleaned before use to help prevent cross-contamination and the introduction of unwanted plant material from other sites.
Through this continued stewardship, Earth Tech helps maintain the ecological and functional integrity of the RSW Mitigation Park long after initial restoration activities are complete. Combining fuel reduction with ongoing vegetation and preserve management supports resilient native habitats, maintains critical management access, reduces wildfire risk, and helps protect the long-term conservation value of this expansive natural landscape.
